Scope and reading guide

Primary Luna configuration: spherical helium aerostat without crew or propulsion, with a fully closed spherical envelope in dark/opaque aluminised Mylar except for a transparent lower membrane portion; LEDs low inside and a cone of light that widens towards the ground. Ordinary design height <24 m AGL at the complete system top, complete tether ≤50 m, design volume <40 m³. Target <250 g concerns only the complete internal solid core, not MTOM or total mass. Events, including above people/assemblies, and construction sites are intended uses to assess, not already authorised. Cameras, thermal imaging and additional services remain separate developments.

Curated derived public catalogue of relevant sources identified in the 15 October 2026 review. It is not an original-source archive, official consolidated text, promise of absolute completeness or compliance declaration. Each record distinguishes targeted review, metadata-only checks and access limitations. Applicability differs from fulfilment; Q1, Q2 and Q3 remain open. Technical standards, national implementation, local orders, conditions and site data must be selected/checked at the relevant stage. PEC not dispatched; no ENAC protocol or response attested.
