The preparation of L-LUNA-001 addresses three unresolved points: a possible national aircraft or operator title, the meaning of light beams under ATM-05B section 7.2, and the rules of the air for low tethered stationing above people or crowds.
Status reviewed on 15 October 2026. No PEC has been sent. No ENAC protocol number exists. ENAC has not replied. This public synopsis does not publish the filing package or request authorisation for a specific operation.
Communication status
The short report and PEC text are prepared. Signature, dispatch, delivery, protocol registration and reply are separate steps, updated only when the corresponding documentary evidence exists.
Only unresolved interpretation
The earlier broad question list has been reduced after checking official sources. European thresholds and the published ATM procedure are already identified. Mass, photometry, restraint, weather and site data are our own technical work; they are not questions asking ENAC to perform that work.
Read the known frameworkFor the civil unmanned, non-propelled aerostat within the stated limits, which specific national provision requires an aircraft or operator title, if any, for the first outdoor prototype test and subsequent lighting use, beyond the airspace and site requirements already identified? The request asks for the title and its legal basis, or confirmation that this case does not require one.
Does functional downward LED emission through Luna’s transparent lower portion of the closed membrane, with the rest of the spherical envelope in dark opaque aluminised Mylar and no laser or intentional skyward projection, fall within ATM-05B section 7.2 even when the lifting operation meets section 7.3? The request concerns the boundary between that procedure and ordinary functional lighting, without seeking a lighting clearance on unmeasured data.
Which aviation regime governs Luna’s tethered stationing with its highest point below 24 m AGL, especially above people or outdoor assemblies, with regard to the relationship between ATM-05B section 7.3 and SERA.3105, SERA.5005(f) and RAIT.3105? The request asks for any specific prohibition or permission and its legal basis; no permission to operate overhead is presumed.

Submission, delivery, assigned office, procedure deadlines and any reply will be recorded only after their evidence is acquired and reviewed. An answer will be read within its actual scope; silence will not be described as consent.
Before physical tests
Waiting for this PEC reply is not, by itself, a general legal prerequisite for every outdoor test. Any required title, the actual airspace and site limits, and adequate technical and safety evidence must be established for the activity concerned. The published no-request rule within permitted ATM limits remains distinct from Q1, Q2 and Q3.
