Light on construction sites

A controlled site makes responsibilities and protective measures easier to define. Aviation, work equipment, electrical safety and adequate lighting still need separate evidence.

From design to use

One plan for the real site

Apply the published airspace and outdoor-light rules first. Then assess the installation as work equipment in its actual context. The employer’s risk assessment, safe selection and use of equipment, and electrical protections remain central; the construction-site provisions apply where their own scope is met.

D.Lgs. 81/2008, artt. 17, 26, 28, 70–73, 80–86; Titolo IV e Allegato IV

01

Equipment and roles

Define the employer, operator, installation and electrical responsibilities, training, inspections and maintenance. Document the final configuration and assess the applicable equipment and product requirements before putting it into service.

02

Interference and lifting

Assess cranes, suspended loads, overhead lines, vehicles, access, tether paths and anchoring. Workers below the system remain exposed people: a construction site does not itself establish that overhead operation is allowed. Where the actual configuration qualifies as load-lifting equipment, Annex VI point 3.1.5 adds specific restrictions on suspended loads above occupied positions; this classification is not assumed for every aerostat.

03

Risk and coordination

Integrate the actual use into the risk assessment and, where required, the construction-site coordination and operating plans. Define exclusion areas, weather stop conditions, emergency recovery and coordination with other contractors.

04

Workplace light

Validate illuminance, uniformity, glare, shadows and continuity against the task. A total lumen figure does not establish adequate workplace lighting. Provide the required alternative or emergency lighting independently of the aerostat.

A low height helps

Keeping the entire primary system below 24 m avoids the airport-band thresholds that begin at 25 m. It does not remove ground-level restrictions, obstacle or local constraints, or the consequences of failure above workers. The closed spherical envelope and its small transparent lower membrane section direct useful light downwards by design; installed angular photometry still verifies the actual result.
