COMMENDA / Funding advisory

Ideas deserve
a way forward.

Turn a need into a clear project, and a project into a sound application. We support public bodies, individuals and businesses in identifying and preparing subsidised funding opportunities.

01 / Who we work with

Three audiences. One method.

Each journey starts with different requirements. We connect objectives, evidence and opportunities while keeping advisory work, eligibility and awards distinct.

Public bodies

From territorial needs to an investment programme: assets, energy and public services.

Individuals

A focused assessment of opportunities relevant to the project and the applicant’s circumstances.

Businesses and organisations

Investment, innovation and development: measures selected by legal form, sector and objectives.

02 / Current focus

Energy and environment. A shared direction.

We are preparing a territorial initiative through two complementary instruments: EUCF for an energy investment concept; ESA for an operational environmental monitoring and verification service. Connected objectives, separate requirements and applications.

EUCFESA

Investment preparation

EUCF

European City Facility

We support municipalities in moving from their energy and climate plan to an Investment Concept: analysis, feasibility and a financial structure to mobilise sustainable investment.

ESA

Environmental Crimes

We are exploring a service combining satellite data and ground observations to detect anomalies, support environmental compliance and make evidence traceable. The value of space data and commercial sustainability are central to the proposal.

Official sources checked on 3 October 2026. ESA follows a pathway from the APQ pitch to subsequent proposals: we are defining the concept, satellite contribution, users, expertise and validation before applying. No funding has been awarded to this initiative.

From public needs to a technical team.

The dialogue starts primarily with public bodies and involves research contacts and private groups. We aim to extend it to public research institutions, building a credible multidisciplinary application and a repeatable service. Participation and funded roles remain to be defined.

03 / The environmental project

Understand the valley. Make change verifiable.

The Val Bormida Environmental Compliance & Evidence Twin concept connects air, water and land. A sound baseline enables observations to be compared over time, unusual events to be detected and locations for further specialist measurement and analysis to be identified.

The incinerator connection

An independent baseline for informed decisions.

Our incinerator work puts environmental protection, access to sources and evidence quality at the centre. The proposed service would help observe conditions before and after potential industrial changes, reconstruct pollutant transport where scientifically possible and guide further sampling.

Every result must retain provenance, limitations and uncertainty. Competent authorities determine any unlawful conduct; our aim is to provide verifiable technical tools for decision-making.

04 / How we work

Evidence holds it together.

Financial strategy works alongside the technical project. Budgets, analyses, documents and responsibilities follow a shared process, with reviews appropriate to each case.

With public bodies

Prepare before the call.

We start with the public body’s needs and coordinate technical expertise. We can work on the technical and economic feasibility project (PFTE) and project documentation before a call is identified, defining the scope, engagements and competent professional reviews for each case.

When a relevant opportunity arrives, the project already has a basis for developing its application.

The future engagement frameworkIn preparation
  1. 01

    Objective

Define the need, applicant and intended result before selecting a funding measure.

  2. 02

    Opportunity

Compare the call’s requirements, timing, eligible costs and constraints with the project and available evidence.

  3. 03

    Project

Connect technical analysis, economic feasibility, budgets and documents in a coherent dossier.

  4. 04

    Application

Review completeness and approvals with the applicant and competent professionals before submission.

  5. 05

    Delivery

Where included in the engagement, follow deadlines, evidence and reporting after any grant award.

One tool in the process

Skill BIM

For projects involving buildings and land, Skill BIM connects surveys, an information model, specialist disciplines and economic assessment. It helps create a traceable technical basis for decisions and the dossier, within each project’s reviewed scope.
