This public record summarises the structure. The formal bilingual issue contains detailed sources, tables, registers, signatures, and controls.

Non-negotiable controls
The procedure stops when evidence is insufficient.
- The lawful state, usable attic route, volume incentives, and cellar conversion are independently verified; no percentage is treated as an acquired right.
- The weatherproofing strategy is coordinated with ventilation, insulation, vapour control, drainage, details, maintenance, and emergency protection.
- No member size, connection, temporary work, permit route, or construction sequence is released without the appointed professionals.
