Abstract
This note documents the successful submission of the application for the FESR Azione 2.2.1 “Incentivi energia rinnovabile” grant on November 17, 2025, the official opening day (“Click Day”). The application details a €133k “Twin Smart-Grid” project for Ville Chiappella, including 20.21 kWp of solar, 42 kWh of storage, and two R290 heat pumps. This application is now filed under our main Public Financial Aid efforts.
Context: The “Click Day” Application
The application for this grant (Azione 2.2.1) was a “Click Day” procedure, meaning submission speed was critical as funds are allocated chronologically. We successfully prepared and submitted the application on the opening morning.
This submission required navigating two significant bureaucratic hurdles which were addressed by submitting a single Dichiarazione Integrativa Urgente (Urgent Supplementary Declaration):
- Company Status: The grant requires the company to be “Active”. As my Ditta Individuale was still “Inattiva”, I had to file an urgent variation with the Chamber of Commerce and simultaneously submit the declaration attesting that the activity was factually underway (client bookings, project work for ColivingLiguria and Luna).
- Property Availability: The grant requires availability of the property. As the final deed is not until December 3rd, the declaration confirmed the imminent purchase, the fixed date for the deed, and the full authorisation from the owners to proceed.
The “Twin Smart-Grid” Project
To justify the massive energy consumption of the project (est. >41,000 kWh/year), we proposed a high-performance “Twin Smart-Grid” system—one for each of the two main buildings.
Technical Specifications:
- Total Power: 20.21 kWp (43 x SunPower Maxeon 7 470W panels). We strategically went just over 20 kW to hit the higher scoring bracket (Criterio 6).
- Total Storage: 42 kWh (2 x Huawei LUNA2000 21kWh kits). This is essential for the high-performance computing (HPC) loads from the Luna lab, which run overnight.
- Total Heating: 2 x Samsung EHS Mono R290 (16kW) Heat Pumps. Chosen for their R290 eco-gas and ability to deliver 100% power at -10°C.
- Management: A custom-developed EMS for “Virtual Load Balancing” between the two separate PODs.

The total project cost (imponibile/VAT-excluded) was calculated at €133,052.12. As a Microenterprise, the financing structure is:

Questa nota documenta l’invio con successo della domanda per il bando FESR Azione 2.2.1 “Incentivi energia rinnovabile” in data 17 Novembre 2025, giorno di apertura ufficiale (“Click Day”). La domanda dettaglia un progetto “Twin Smart-Grid” da 133k € per Ville Chiappella, che include 20.21 kWp di fotovoltaico, 42 kWh di accumulo e due pompe di calore R290. Questa domanda è ora archiviata tra i nostri principali sforzi di Public Financial Aid.
Contesto: L’Applicazione “Click Day”
L’applicazione per questo bando (Azione 2.2.1) era una procedura “Click Day”, il che significa che la velocità di sottomissione era critica, poiché i fondi vengono allocati cronologicamente. Abbiamo inviato la domanda con successo la mattina stessa dell’apertura.
Questa sottomissione ha richiesto il superamento di due significativi ostacoli burocratici, gestiti tramite l’invio di una singola Dichiarazione Integrativa Urgente:
- Stato Impresa: Il bando richiede che l’impresa sia “Attiva”. Poiché la mia Ditta Individuale era ancora “Inattiva”, ho dovuto avviare una variazione d’urgenza in Camera di Commercio e contemporaneamente presentare l’autodichiarazione che attestava l’avvio fattuale dell’attività (prenotazioni clienti, lavoro progettuale per ColivingLiguria e Luna).
- Disponibilità Immobile: Il bando richiede la disponibilità dell’immobile. Essendo il rogito fissato per il 3 Dicembre, la dichiarazione ha confermato l’acquisto imminente, la data fissata dell’atto e la piena autorizzazione dei proprietari a procedere.
Il Progetto “Twin Smart-Grid”
Per giustificare l’elevato consumo energetico del progetto (stimato >41.000 kWh/anno), abbiamo proposto un sistema “Twin Smart-Grid” ad alte prestazioni, uno per ciascun edificio.
Specifiche Tecniche:
- Potenza Totale: 20.21 kWp (43 pannelli SunPower Maxeon 7 470W). Abbiamo strategicamente superato i 20 kW per rientrare nella fascia di punteggio superiore (Criterio 6).
- Accumulo Totale: 42 kWh (2 Kit Huawei LUNA2000 21kWh). Essenziale per i carichi di calcolo ad alte prestazioni (HPC) del laboratorio Luna, che operano di notte.
- Riscaldamento Totale: 2 Pompe di Calore Samsung EHS Mono R290 (16kW). Scelte per il gas R290 e la capacità di erogare il 100% della potenza a -10°C.
- Gestione: Un EMS software proprietario per il “Virtual Load Balancing” tra i due POD separati.
